Spaniards' satisfaction with primary care improves

The latest Health Barometer conducted by the CIS (National Institute of Statistics and Census) and the Ministry of Health indicates that user satisfaction with primary care has grown to 84.2%. The aspects most highly valued by patients continue to be the trust and security conveyed by both the nursing and medical staff (8.13 and 7.89 out of 10, respectively). This percentage has increased compared to the third wave in 2023 (80.9%) and also to 2022 (79.9%). According to this survey, conducted since 1993 by the Ministry of Health in collaboration with the Center for Sociological Research (CIS), with 2,440 interviews in each wave, 80.3% of people aged 18 and over had seen a primary care physician in the public health system in the last year, and 19.7% were seen by telephone at their last consultation. The same positive assessment is observed among those who have used other healthcare services in the last year: 81.5% of patients rate specialist consultations as positive, and more than 90% of patients rate the care they receive as good or very good. The Barometer also indicates that 54.6% of the general population positively assesses the functioning of healthcare in Spain. Regarding the public healthcare system, satisfaction, measured on a scale of 1 to 10, stands at 6.1 points. The 061/112 services and patient care in public hospitals, with 7.31 and 7.13 points, respectively, are the highest-rated by public opinion. The population as a whole gives 6.22 points to primary care in October 2024, and specialist care consultations stand at 5.80 points. Thus, while the care received is positively assessed by those using the services, the general population's perception is less positive, both in primary care and in specialized outpatient clinics. The decline in this assessment observed after the pandemic in public opinion appears to have stabilized, and has been especially notable in primary care, which was previously one of the services most highly rated by citizens, with a score of 7.3 out of 10. Equity and accessibility This year, 2024, the Health Barometer has reintroduced a question about the population's perception of equal treatment in public healthcare based on various aspects. Nearly 38.4% of the general population perceives that services are not received equally depending on the autonomous community in which they live, and 35.5% believe that inequalities also exist depending on each person's use of new technologies. Socioeconomic status, age, and origin of the people served are the areas where the greatest equality in treatment is perceived. The results are similar to those obtained in the second wave of 2024 in all response categories and in all cases exceed 75%. Regarding the territorial factor, 50% of the population perceived in 2019 that the services provided by public healthcare were equal regardless of the autonomous community in which they reside, while in 2024 this percentage will fall below 45%. This decrease, of almost 6 percentage points, is accompanied by an increase in those who perceive territorial inequality, which has gone from 24.5% in 2019 to 38.8% currently, mainly due to a decrease in the percentage of people who previously had no clear opinion on this issue. Regarding accessibility, the Barometer indicates that 21.2% of those who made an appointment with their primary care physician were seen on the same day or the next day (in 2019, it was 43%). The rest had an average wait time of 8.9 days, a slight decrease compared to 2023 (9.12 days). Waiting lists at the specialized level have worsened in the last year, according to 38% of the population. Regarding the criteria that should be taken into account when prioritizing care for people awaiting surgery, 57.2% believe medical criteria should be taken into account first, and 24.2% believe the impact of the disease on the patient's autonomy. Mental health This edition of the Health Barometer explores for the first time some aspects related to the care of mental health problems. In October 2024, 17.6% of respondents reported having needed to consult a healthcare professional in the past 12 months for a mental health problem or psychological or emotional distress. 46.4% reported having received care primarily through public healthcare, 46.6% through private healthcare, and 2.1% through both. Among those treated in the public health system, 41% reported that they were primarily seen by their family doctor, 33% by a psychiatric specialist, and 17.6% by a psychologist. 33.8% received an appointment within 30 days, 36.7% within 1 to 3 months, and another 20.4% received more than 3 months to receive a consultation. 84.2% of people treated in the public health system report being satisfied with the care they received during their visit, and 48.2% report having received better care than they expected. No significant changes have been observed compared to the results obtained in the second wave of 2024. Vaccines Vaccination acceptance in our country is high. The level of agreement with the protective effects of vaccines is very high, both for the person vaccinated (88.7%) and for the people they live with (89.4%). However, 37% of people believe (strongly agree or agree) that they cause adverse health effects. 85.9% state that they follow the recommendations of healthcare professionals regarding vaccination. Knowledge and use of technologies 58.8% of those interviewed reported having some type of electronic certificate for conducting public administration procedures, and only 1.1% were unaware of what it was. This indicator is relevant since access to the interoperable NHS medical record and, in most cases, to regional medical records, requires a personal electronic certificate. 41.9% have accessed their electronic medical records, compared to 58% of those interviewed who have never accessed them: 34.8% of them were unaware of this possibility, and 21% do not know or cannot use the Internet. 59.4% of respondents know they can pick up medications prescribed by the public health system outside their autonomous community thanks to the NHS's interoperable electronic prescription system, and 46.8% of them have used this service. In contrast, 56% of respondents are unaware that doctors in one autonomous community can electronically consult a patient's medical records in another autonomous community when they need care. Regarding the diversification of patient-care provider relationships, 56.3% of people seen in primary care have had a telephone consultation in the last 12 months. 68.1% of them express satisfaction with this system, although only 7.8% believe it should be the most common method for consulting with their primary care physician, and 26.3% state that all consultations should be in person.

The Postgraduate Course aims to contribute to the training of university graduates in social research techniques, placing special emphasis on data collection, analysis, interpretation, and presentation, all with an essentially practical focus. To this end, up to a maximum of 22 places are being offered, which will be awarded through the selection of candidates who meet the requirements established in the call for applications. Ten tuition grants will be awarded to applicants admitted to the course, amounting to half of the tuition fee. Two of the course places will be reserved for individuals with a 33% or greater disability. If these places cannot be filled in the manner indicated, they will become part of the general quota. All teaching and research activities will be conducted in person at the Center for Sociological Research, provided health conditions permit; otherwise, for exceptional reasons, they will be conducted online. The course is structured in two modules with the following contents: Module 1. RESEARCH METHODOLOGY IN SOCIAL SCIENCES. Module 2. ANALYSIS AND INTERPRETATION OF SURVEY DATA. The teaching of each module includes theoretical and practical classes. Practical exercises are supervised by professors and CIS professionals. The ICC stands at 80.6 points in November, one point higher than in October.

Consumer confidence stands at 80.6 points, which is one point higher than the previous month's figure. This increase in the index is due to the evolution of its two components: on the one hand, the assessment of the current situation rises almost one point, and on the other, the assessment of expectations increases 1.3 points compared to October. Compared to November of the previous year, the year-on-year trend in the CCI is also positive: it increased by 4 points. This improvement is due to a 6.5-point increase in the assessment of the current situation over the last year and a 1.4-point improvement in future expectations compared to November 2023. The current situation assessment index reached 73.8 points this month, an increase of 0.7 points compared to last October. This increase reflects the evolution of its three components: the assessment of the economic situation decreased by 4 points compared to October, standing at 60.5 points; the assessment of the household situation increased by 3.4 points, reaching 86.1 points this November; and the assessment of the labor market reached 74.7 points, representing a 2.8-point increase compared to October. The Expectations Index reached 87.5 points this November, 1.3 points higher than the figure recorded in October. This result is due to the combined performance of its three components: the assessment of the future economic outlook, at 74.2 points, is down 2.9 points compared to October; the assessment of the future situation of households increased by 3.7 points, reaching 106.6 points; and expectations about the future of the labor market rose by 3 points, reaching 81.6 points this November. The CIS ICC data are based on a representative sample of the Spanish population consisting of 2,860 interviews conducted between November 15 and 19.

The CIS Advisory Council holds its last meeting of the year

The CIS Advisory Council met this Tuesday to review the institution's year of work. The meeting was chaired by CIS President José Félix Tezanos, who was accompanied by Silvia García, Director of Research; María Belén Romero, Director of the Database; Jesús Cabello, Director of Information and Communications Technology; and Rosario H. Sánchez, Director of Publications and Research Promotion. The meeting was also attended by Professor of Sociology, Almudena Moreno; Professor and National Prize in Sociology, Constanza Tobío; former President of the CIS, Juan Díez Nicolás; Vice President of the Spanish Federation of Sociology, Lucila Finkel; Professor and National Prize in Sociology, Carlota Solé; Professor of Sociology, Marina Subirats; Professor of Political Science, Pablo Oñate; Professor of Political Science, Oriol Bartomeus; Chief of Staff, Óscar Iglesias; and Secretary General, Julia García Bermejo. Among the topics discussed at this meeting, it is worth highlighting that: the year is expected to close with a total of 54 studies, which represents an increase of 20% compared to the 45 conducted in 2023, and 46% compared to the 37 conducted in 2017. Furthermore, the growth trend in the sample size of studies conducted by the CIS has continued. Specifically, the year is expected to close with a total of 231,903 interviews conducted, representing a 5% increase compared to the 220,903 conducted in 2023, and a 184% increase compared to the 81,517 conducted in 2017. It is also worth highlighting that the preparatory work on the publication project for Spain 2025 has been completed, and editorial work is now underway. This work, which will address the largest study of the structure and social changes experienced by Spanish society in the last 10 years, has 144 authors, 42% of whom are women.

A delegation of students from the University of the Basque Country visited the CIS facilities this Tuesday. The president, José Félix Tezanos, welcomed them and showed them the exhibition celebrating the institution's 60th anniversary. They were also given an explanation of how the center works and how surveys are conducted.

The CIS has conducted a survey on "Attitudes Toward the Welfare State," with assessments of public services, the need for increased spending by public administrations, and citizen access to public services, among other issues. 71.3% of Spaniards believe that when it comes to applying the law, differences are made depending on who is involved; 26% believe that everyone is treated equally. 64% believe that access to "quality public education" is guaranteed for all Spaniards; 61.5% believe that this guarantee applies to health protection, and 55% to child protection. Meanwhile, 67.8% believe that "access to decent and adequate housing" is only guaranteed for some people, and 59.2% believe that only some can live in "an adequate environment." Operation of public services Regarding their opinion on public services, respondents rated the functioning of education (63.8%), public transport (60.9%) and healthcare (55.3%) as “very or fairly satisfactory.” They consider the justice services (69.3%), assistance to dependent persons (63.9%) and social services (49.5%) to be “slightly or not at all satisfactory.” Taxes 58.8% of Spaniards believe that society as a whole "benefits little or nothing" from what is paid in taxes and contributions, while 38.7% believe that society benefits "a lot or quite a lot." Regarding whether they receive more or less from public administrations than they pay in taxes and contributions, 62.1% say less than they pay. 25.7% say more or less than they pay. And 8% say more than they pay. 69.4% of respondents do not believe that those with more wealth pay more taxes, while 28.3% do. What should be spent more on? Spaniards believe that public administrations should spend more on healthcare (92.7%), education (89%), and pensions (72.5%). Access to public services 51.5% of respondents believe that not everyone in Spain has the same opportunities to access public services, while 47.8% believe they do. When asked why not everyone has the same opportunities to access public services, 13.1% say it's due to "income," 7.2% to "the autonomous community where they live," and 6% to "the town or neighborhood where they live." The majority of respondents say they can walk to the main public services they need. 87.2% say they can walk to the health center, 88.1% say they can also walk to primary school, and 92.5% can walk to the pharmacy. Service valuation On a scale of 1 to 10, Spaniards give pharmacy services a score of 8.24; internet services a score of 7.74; grocery stores a score of 7.62; clothing and footwear stores a score of 7.19; and elementary schools a score of 7.07. The data collected in this survey was conducted from November 20 to 28, 2024, with a sample of 3,858 interviews.
