The Court maintains that "the existence of an effective and concrete impact or impairment of public funds has not been verified", noting that "there has been no specific damage to the public funds of the CIS capable of generating accounting liability due to scope". Furthermore, the Court highlights that the statements made by the complainant in relation to the alleged irregularity in the contracting carried out by the CIS " are generic and imprecise and represent, ultimately, mere suspicions of the existence of illicit acts that, however, do not receive confirmation, given that the only documentation provided is photocopies of different press articles. The position of the Prosecutor's Office and the State Attorney's Office is consistent with the arguments contained in the ruling of the Court of Accounts order . Madrid, July 21, 2020 . By virtue of the CIS's commitment to truthfulness and transparency of information, we must make the following clarifications: The uncertain information published on July 20 in a digital medium about the evolution of CIS spending in the period between January 1 and May 31, maintaining that in this period spending would have increased compared to 2019 by 1,049,998 euros, that is, 52.42%, require several rectifications. These are figures that do not correspond to reality, since they are largely based on a time lag in the accounting for 2019 and on a transfer made to provide liquidity to the State coffers during the pandemic in accordance with article 49 of Royal Decree-Law 11/2020, of March 31, by which urgent complementary measures were adopted in the social and economic sphere to confront COVID-19. In this way, 563,000 euros (more than half of the total increase claimed by said media) are not real. Specifically, personnel spending has not increased by 27% as stated, but only by 1.6% derived from the salary increases for public employees approved at the end of last year. The real increase has been 19,000 euros and not 252,000 euros. The difference between one figure and another is based on the reference date taken to make the calculations and on a lag in updating accounting data in 2019, since, if the data dated at the beginning of June of last year are checked, when The accounting record is already updated, it is found that the difference is only 19,000 euros. Finally, with regard to several new type contracts carried out during the first part of this year and which the aforementioned digital medium repeats and duplicates so that they appear to be several, the reality is that the Council of Ministers has only taken into account the following: emergency contracts: the April and May barometers for an amount of 90,000 euros and the June and July barometers for the same amount. Regarding the rental of software to carry out telephone surveys for 107,384.96 euros, it must also be specified that it is a rental that is paid monthly, so this year those corresponding to the period covered have not yet been paid. between July and the end of this year. Given the information that maintains that the Center for Sociological Research did not request four offers to carry out the contracting of the special barometers on the coronavirus for the months of April and May, the CIS confirms that four offers and budgets were certainly requested from the following demoscopic companies: INTERCAMPO, IMOP, GESOP and CIMOP. Emergency contracts do not require any prior formalization, they can even be verbal, in accordance with article 120 of Law 9/2017, of November 8, on Public Sector Contracts. In this sense, in accordance with the regulations, the request for offers from several companies does not need to be carried out or appear in the file, which is why only that of one of them (the successful bidder) was included in it. However, this did not prevent the CIS, due to relevance criteria, from deciding to request different offers as a matter of utmost urgency, to guarantee objectivity and transparency in its operation. For these purposes, the real existence of the four projects that were requested, included as an annex to this explanatory press release, can be verified.

Given the information disseminated about a possible verification by the Court of Auditors of the contract-assignment carried out by the CIS to carry out telephone surveys during the state of alarm period, the CIS would like to clarify the following: 1.- The contracts carried out by the CIS were carried out in strict compliance with current legislation regarding emergency contracts , depending on the state of alarm in force in Spain at that time. (Through the emergency procedure regulated in article 120 of Law 9/2017, of November 8, on Public Sector Contracts, by which the Directives of the European Parliament and of the Council 2014/23/ are transposed into the Spanish legal system. EU and 2014/24/EU, of February 26, 2014.) 2.- It is uncertain that the CIS decided on this contract by hand and without requesting several offers, since, although the legislation does not require it, it proceeded to request four offers from four companies with sufficient experience and capacity to work in this area , with the purpose of obtaining the best offer in price, quality, deadlines and technical guarantees.
