CIS EXPENDITURE FROM JANUARY TO MAY FROM 2019 TO 2020
CIS EXPENDITURE FROM JANUARY TO MAY FROM 2019 TO 2020
  • 21 JUL 2020

Madrid, July 21, 2020 . By virtue of the CIS's commitment to truthfulness and transparency of information, we must make the following clarifications: The uncertain information published on July 20 in a digital medium about the evolution of CIS spending in the period between January 1 and May 31, maintaining that in this period spending would have increased compared to 2019 by 1,049,998 euros, that is, 52.42%, require several rectifications. These are figures that do not correspond to reality, since they are largely based on a time lag in the accounting for 2019 and on a transfer made to provide liquidity to the State coffers during the pandemic in accordance with article 49 of Royal Decree-Law 11/2020, of March 31, by which urgent complementary measures were adopted in the social and economic sphere to confront COVID-19. In this way, 563,000 euros (more than half of the total increase claimed by said media) are not real. Specifically, personnel spending has not increased by 27% as stated, but only by 1.6% derived from the salary increases for public employees approved at the end of last year. The real increase has been 19,000 euros and not 252,000 euros. The difference between one figure and another is based on the reference date taken to make the calculations and on a lag in updating accounting data in 2019, since, if the data dated at the beginning of June of last year are checked, when The accounting record is already updated, it is found that the difference is only 19,000 euros. On the other hand, 330,000 euros that are considered an expense are not, since they are derived from a transfer to provide liquidity to the public coffers during the health crisis, as previously indicated, not from an expense made by the CIS, although it remains recorded in the accounts. The rest of the increase has derived from the carrying out of more studies and their greater technical complexity during the first four months of 2020, such as the Basque and Galician pre-election surveys. Finally, with regard to several new type contracts carried out during the first part of this year and which the aforementioned digital medium repeats and duplicates so that they appear to be several, the reality is that the Council of Ministers has only taken into account the following: emergency contracts: the April and May barometers for an amount of 90,000 euros and the June and July barometers for the same amount. Regarding the rental of software to carry out telephone surveys for 107,384.96 euros, it must also be specified that it is a rental that is paid monthly, so this year those corresponding to the period covered have not yet been paid. between July and the end of this year. Therefore, this information does not correspond to reality either.

The Court of Auditors files the complaint filed against the president of the CIS for a contract made to a company According to the Court, there is no irregularity in the orders that CIS has made to a private company during the state of alarm It states that "the existence of an effective and concrete scope or impairment of public funds has not been verified" Madrid, July 24, 2020 . The Court of Accounts has archived, without even opening information proceedings, the complaint that a private lawyer had filed against the president of the Sociological Research Center, José Félix Tezanos, for a contract made to a private company during the state of alarm. The Court maintains that "the existence of an effective and concrete impact or impairment of public funds has not been verified", noting that "there has been no specific damage to the public funds of the CIS capable of generating accounting liability due to scope". Assessments in which the reports presented by the State Attorney's Office and the Prosecutor's Office also agree. Furthermore, the Court highlights that the statements made by the complainant in relation to the alleged irregularity in the contracting carried out by the CIS " are generic and imprecise and represent, ultimately, mere suspicions of the existence of illicit acts that, however, do not receive confirmation, given that the only documentation provided is photocopies of different press articles. The position of the Prosecutor's Office and the State Attorney's Office is consistent with the arguments contained in the ruling of the Court of Accounts order . In this way, both institutions also consider that "the existence of any impairment in the CIS funds as a consequence of the award and execution of the alleged contract denounced has not been proven." The Directorate of the Sociological Research Center requested four offers and budgets from the following demographic companies: INTERCAMPO, IMOP, GESOP and CIMOP. Projects and budgets that were delivered to the CIS, dated, sealed and authenticated . The fact that emergency contracts do not require this formality and can be carried out even verbally does not imply that the CIS did not follow the usual procedure, also on an urgent basis, to guarantee maximum objectivity, effectiveness and transparency in its operation. . For any questions, the Communication telephone number is 91 580 76 25.

The CIS participates in the online presentation of the book "Social Networks: Theory, Methods, and Applications in Latin America."
  • 18 MAR 2024

The book presentation of "Social Networks: Theory, Methods, and Applications in Latin America" will take place on March 20th at 3:00 PM. This work is the fruit of the scientific work of a community of researchers with extensive experience in this field. The editors are Francisca Ortiz Ruiz and Alejandro Espinosa-Rada, sociologists specializing in the field of social networks, to which they have dedicated a large part of their professional careers. The systematic study of social networks has been of great interest in recent years for representing and understanding complex social phenomena. The general objectives of this book are to promote the use of social network analysis in the Spanish-speaking community by discussing theoretical and methodological aspects; and to serve as a regional reference on how to conduct research on social networks, presenting comparative empirical studies in Latin America and case studies in specific countries within the same region.       This book offers an overview of the current state of the field of social media, useful for researchers, professors, and students interested in social theory and research methods who wish to gain a critical perspective on the origins of the field and the current state of this area of study in the social sciences. The manuscript consists of four sections: theoretical aspects, methodological aspects, comparative empirical studies in Latin America, and case studies in Latin American countries. The event can be followed on the ChisocNet YouTube channel: https://www.youtube.com/@chisocnet
