Madrid, June 25, 2020 . Given the information disseminated about a possible verification by the Court of Auditors of the contract-assignment carried out by the CIS to carry out telephone surveys during the state of alarm period, the CIS would like to clarify the following: 1.- The contracts carried out by the CIS were carried out in strict compliance with current legislation regarding emergency contracts , depending on the state of alarm in force in Spain at that time. (Through the emergency procedure regulated in article 120 of Law 9/2017, of November 8, on Public Sector Contracts, by which the Directives of the European Parliament and of the Council 2014/23/ are transposed into the Spanish legal system. EU and 2014/24/EU, of February 26, 2014.) 2.- It is uncertain that the CIS decided on this contract by hand and without requesting several offers, since, although the legislation does not require it, it proceeded to request four offers from four companies with sufficient experience and capacity to work in this area , with the purpose of obtaining the best offer in price, quality, deadlines and technical guarantees. In fact, the order was made with the best offer in quality, deadlines and price. 3.- The CIS understands that it is within the functions of the Court of Accounts to proceed with the correct verification of all public accounts, so it will be grateful if the Court of Accounts can verify and make public, as soon as possible, the inveracity of this accusation . 4.- The CIS considers that the demoscopic company awarded this assignment is a company with a long and proven experience of more than thirty years in the field of its specialty, of which GALLUP and several former technicians of this company were initially shareholders. Spain, being made up of competent professionals who have worked for different entities of different orientation, both public and private, in Spain and in other countries.
