Presidency

It is the responsibility of the person holding the Presidency of the CIS:

  • Provide senior management of the organization, promote and coordinate the center's services, and chair the meetings of the Advisory Council.
  • To generally hold the official representation of the organization, particularly in its relations with similar organizations, public or private, national or foreign.
  • Propose the draft budget of the agency.
  • Execute the agency's budget.
  • Prepare the center's annual program of activities and coordinate its development.
  • Approve the report on the implementation of the program for the previous year and, through the Ministry of the Presidency, submit it to the Congress of Deputies and the Senate.
  • Submit to the Congress of Deputies and the Senate, and to the Legislative Assemblies of the Autonomous Communities, where appropriate, through their respective Presidents, and through the Ministry of the Presidency, the content of the work completed and entered into its database, as well as the provisional progress of the results of the surveys regarding voting intention, party assessments, and assessments of political leaders.
  • Approve computerization projects and the assignment of computer equipment to the center.
  • Sign cooperation agreements on sociological research.
  • Contract on behalf of the organization, arrange necessary expenses and arrange payments.
  • Propose the appointment of the center's Secretary General and the Department Directors to the Minister of the Presidency.
  • Exercise the powers, in personnel matters, attributed to it by the regulations on public service and autonomous bodies.
  • To perform, in general, any other functions not expressly assigned to other bodies and which correspond to the highest authority of the organization, in accordance with current legislation.
