Internal Information Channel

Law 2/2023, of February 20, regulating the protection of persons who report regulatory violations and combating corruption, has the essential purpose of providing adequate protection against retaliation that may be suffered by individuals who report violations. To this end, it establishes that, within the scope of entities comprising the public sector, an Internal Information System must be in place. The Center for Sociological Research, committed to the fight against corruption, has established the following Internal Information System: resolution implementing the system .

For the submission of information, the Center for Sociological Research provides an internal information channel for individuals or public employees who have obtained information about violations within the scope of the actions of the Center for Sociological Research bodies. This channel allows for the communication of information, either personally or anonymously, in writing or verbally, regarding actions and omissions committed in a work or professional context that may constitute violations of European Union law, under the terms established in Article 2 of Law 2/2023, of February 20. In any case, the confidentiality and privacy of communications are guaranteed, as is the absence of retaliation of any kind for reports submitted in good faith. The reporting party must have reasonable evidence to support their complaint. The submission of false or distorted information, as well as information obtained illegally, is prohibited.

The reporting channel is not suitable for:

  • To make communications based on personal opinions that are not accompanied by sufficient justification, those that are clearly false, or those that do not fall within the scope of application set out in Article 2 of Law 2/2023, of February 20.

Before formulating the communication, it is recommended to take into account the following aspects:

  • Describe the facts or behaviors in as much detail, precision, and objective detail as possible.
  • Reference the time period of the events to assist in the investigation.
  • Provide all available documentation or objective evidence regarding the situation being reported.

Failure to respond to requests for information submitted through this channel could result in the proceedings being archived.

Access to the informant channel of the Center for Sociological Research

  • Electronic access
  • Postal access: You can send your communications by post to C/ Montalbán, 8, 28014, Madrid, for the attention of the General Secretariat.
  • At the request of the informant, the communication may also be submitted through a face-to-face meeting within a maximum period of seven days.

The law also establishes the creation of an external information channel and the appointment of an Independent Whistleblower Protection Authority.

Any natural person may report to the Authority, or to the corresponding regional authorities or bodies, any actions or omissions included within the scope of Law 2/2023, of February 20, either directly or by prior communication through the corresponding internal channel.
