The Secretariat-General is responsible for economic-financial, budget and internal management, as well as for personnel administration. It is also responsible for drafting the budget bill for the next year, and for drafting the Report on the execution of the programme created by the organisation during the previous year.

He also undertakes all those activities associated with the legal and administrative aspects of the CIS, and the Advisory Board Secretariat.
